LitigationSince it was established, the firm has concentrated in litigation. The majority of the litigation has been primarily focused in the area of property and casualty defense, mostly within the context of railroad and transportation law. Other areas of litigation include commercial litigation involving real estate, contract disputes, securities litigation and employment discrimination suits, in which it has represented both employers and employees.
Appellate PracticeThe firm has been involved in the preparation and presentation of appeals to the Pennsylvania Superior Court, the Pennsylvania Supreme Court, the U.S. District Court of Appeals for the Third Circuit and the U.S. Supreme Court. The appeals have dealt with a variety of issues and have necessitated the preparation of extensive briefs in addition to presenting arguments before the respective courts.
Estate PlanningThe estate planning practice at Gallagher & Rowan concentrates on both the personal and financial aspects associated with end-of-life situations and catastrophic disability. We assist with all legal tasks associated with the creation of an estate plan, and ensure that the assets are protected and distributed in a manner consistent with your intentions.

The firm’s founding shareholder, Paul F.X. Gallagher, Esq., has represented railroad corporations for over 40 years. He is a former Vice President of the National Association of Railroad Trial Counsel (NARTC) and a member of the executive committee thereof. He actively speaks at seminars held twice per year for railroad litigators. Mr. Gallagher is also a former instructor at the NARTC Trial College. Mr. Gallagher is a former law clerk to Honorable James T. McDermott, Court of Common Pleas of Philadelphia County; former staff trial counsel, Penn Central Transportation Company, and trial lawyer representing railroads, insurance companies and self-insured corporations since 1973.

She is a member and current Eastern Regional Vice President of the National Association of Railroad Trial Counsel (NARTC), and is a regular speaker at NARTC conferences and at Pennsylvania Bar Institute and Southeastern Claims conferences. Ms. Rowan is also a former instructor at the NARTC Trial College.

Matthew M. Maher, Esquire

Since joining Gallagher & Rowan, Mr. Maher focuses his practice on the representation of railroad corporations, self-insured corporations, and insurance companies in civil litigation. He regularly defends railroads in Pennsylvania and New Jersey state and federal courts in matters arising under the Federal Employers Liability Act, negligence and personal injury matters, and construction and contract disputes.
Prior to joining the firm, Mr. Maher was an associate at Dilworth Paxson, LLP, where he concentrated his practice on complex commercial litigation. Mr. Maher represented national banks, institutional trustees, commercial real estate brokers and developers, and pharmaceutical companies, as well as small business owners, law firms, and independent contractors. He has successfully defended these clients in various matters including breach of contract claims and civil rights violations.
